Modibo I. Touré has over 30 years of experience in development, finance, banking, and international relations, working with multilateral institutions, the United Nations, government, and the private sector.

As Special Envoy to the President of the African Development Bank (AfDB), he led shareholder relations and resource mobilization, overseeing initiatives that raised over $200 billion in capital and $32 billion for the African Development Fund. He has also served as a senior UN official in over 15 African countries.

As Mali’s Minister of New Technologies, he spearheaded telecom reforms, digital transition, and privatization. Touré has held leadership roles with the African Solidarity Fund, Amic Guinea-Bissau, and the New York Economic Forum for Africa, and is a member of the African Union Commission’s High-Level Panel.
